Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Lawsuits

Felix, Dorrelien, et al. vs City of New York, et al.
Case # 16CV05845, U.S. District Court - Southern District NY, August 8, 2016
Complaint
Description: The plaintiff was living in a special home for individuals with mental illnesses and personally had paranoid schizophrenia. The defendant officers went to the plaintiff's home in order to question him about an allegation that he had stolen a woman's purse and forced their way in without a warrant. The security guard at the front desk informed the defendant officers prior of the plaintiff's mental illness. The defendant officers did not follow protocol and barged in scaring the plaintiff into running down his fire escape. In the lobby of his home, he encountered the defendant officers who shot the plaintiff in the chest although they knew he wasn't armed. The plaintiff died at the hospital.
