Description: On or about April 12, 2014, New York City Police Officers Eric Lee, Brian Mulkern, Chen Zhan, and John/Jane Does 1-20, Sergeants Barbara Arroyo and Siobhan O'Keefe, Lieutenant Steven Chantel, and Captain James F. Dennehy III (hereinafter "Defendant-officers") individually and collectively wrongfully touched, grabbed, tasered, punched, kicked, searched, and handcuffed Plaintiff. In particular, Defendant-officers were not following a proper policy for use of tasers in situations involving Emotionally Disturbed Persons.
