Description: on December 18, 2018 the plaintiff, was working as a plumber at premises known as 135 W. 130th Street in the County of New York (Manhattan). He had been working at this location from 2:00 PM. At around 5:00 PM, plaintiff went outside to get tools from his truck, and was approached by police officer Michael Duffy and Ian Scheinblur, who proceeded to arrest and handcuff the plaintiff. The police officers were convinced that plaintiff was carrying heroin, but the plaintiff denied having heroin on him.
