Description: On April 23, 2015 Plaintiff was visiting his friends home on Freeman Street in the Bronx and at 10 pm Plaintiff left the house and was walking on Freeman Street carrying a black plastic bodega bag as he was walking toward Simpson Avenue a marked NYPD patrol car approached him.
