Description: On February 22, 2019, Plaintiff Martial Amilcar was stabbed in his right leg and stumbled into his home. Approximately two hours later, half a mile away, a teenager was shot and killed. The shooting occurred while Mr. Amilcar was confirmed to be in his home. Footage of the shooting also demonstrated two suspects running away physically unhindered while Mr. Amilcar was shown on camera visibly injured as he entered his building earlier that day. Police then retrieved video surveillance from Amilcar's neighboring building before his March 4, 2019 arrest. Description: On February 22, 2019, Plaintiff was stabbed in his right leg and limped home and into his apartment building. Video surveillance footage clearly shows Plaintiff walking with a limp and into his home. On the same day, a few hours later after Plaintiff returned home, a 15-year-old was shot and killed. Video surveillance footage of the murder clearly shows two suspects running away, physically unimpeded.
