Description: Plaintiff lent his car to a friend and when he saw police pull it over he went to the driver and asked if everything was okay. Defendant officers than approached, Plaintiff told him he was the car owner, and they arrested him and told him the plate on the car looked suspicious. Ultimately, the police did not find anything wrong with the plate, but they proceeded to arrest plaintiff anyway, falsely claiming that he had spit on the sidewalk, in violation of NYC Administrative Code ß181.03, which was ACD'd.
