Description: On August 31, 2013, Plaintiff, an African-American male, was offered a ride by a Caucasian acquaintance, and accepted. Also present in the car was a second Caucasian man. The car was stopped by police officers. The three men were ordered out of the car at gunpoint. Plaintiff complied, and asked what was happening. Plaintiff was not engaged in any criminal conduct or in possession of any contraband.
