Description: Defendant Officers stopped Plaintiff while he was driving and requested he get out of his vehicle. Due to prior sustained injuries, Plaintiff was unable to get out of the car, so Officer Velez dragged him out of the car, handcuffed him, searched him, physically and verbally abused him, searched his vehicle, took him to the 26th Precinct, strip searched him, and charged him with 220.03, which was later dismissed.
