Description: On July 15, 2013, PO Kelly and another PO came to Plaintiff's place of employment and handcuffed Plaintiff without telling him why they were there. At the precinct, he was told a tenant accused him of taking a credit card and a video existed of him using the credit card. Plaintiff told them he did not take or use the credit card. He was fingerprinted, photographed, processed, and booked. On July 16, 2013, he was removed from the cell and handed a letter stating his arrest is dismissed.
