Under orders, NYPD officers were to close the park and clear it of people that evening, and gave dispersal orders. In the course of their arrest, the Plaintiffs were harmed and mistreated. Plaintiff Carter’s arm was twisted by one officer while another officer kicked him in the abdomen several times.
