Description: On or about October 28, 2019, at approximately 6:00 PM in the vicinity of Grand Concourse and East 188 Street, Bronx NY, the Plaintiff, Gerad Luker, had attempted to speak with a woman that he found attractive and when he was walking away from her, when the defendants, NYPD Police Officers Grabiel Rosado (shield #20900) and John Doe (identity unknown) tackled Mr. Luker to the ground. The defendants then proceeded to forcibly and unnecessarily twisted his arms to handcuff him. As a result of the actions of Rosado and Doe, Mr. Luker experienced a fracture of left wrist and arm, substantial pain and swelling. At no time did Plaintiff engaged in any criminal or unlawful conduct, including sexually abusing the woman...
