Description: On October 19, 2017, plaintiff was arrested by P.O.s Fred Dorch, Luis Angeles, and William Rojas while at his house. Upon arrest, plaintiff was taken outside, tightly handcuffed, and placed in a van. Plaintiff asked for the officers to loosen the handcuffs because they were cutting into his wrists, but P.O.
