Description: On June 25, 2012, at around 3:34PM, Plaintiff was inside of 902 Broadway and had parked a vehicle near 907 Broadway. Plaintiff observed Defendant Officer Mahlung ticketing the vehicle. Plaintiff approached and spoke with Defendant Officer Mahlung and he was issued a Notice of Parking Violation and swore that Plaintiff hit him. Other NYCPD, including Defendant Officer Joseph arrived and at around 4:38PM, Plaintiff was placed under arrested. Plaintiff was released on June 26, 2012 and had directions to appear in court on September 4, 2012. At his arraignment, Plaintiff learned he was charged with Obstructing Governmental Administration in the second degree and Harassment in the second degree.
