Even though Plaintiff had not violated any traffic laws, he was stopped by PO Shannon Conlisk and SGT Kenny Chan. Plaintiff was ordered to exit the vehicle, was frisked, searched and placed under arrest. Plaintiff was then handcuffed and taken to the 73rd Precinct. After being detained for several hours, Plaintiff was then transported to King's County Central Booking, where he was detained again for a time.
