Description: The plaintiff was on the street when he witnessed an altercation between a drug dealer and two others. The plaintiff explained to the defendant officers that he had run away when he saw the fight occur, but the plaintiff was placed under arrest anyway and charged with grand larceny in the fourth degree and robbery in the second degree.
