Description: On February 7, 2018, around 11:40 PM, Plaintiff, a passenger in a livery vehicle, was arrested when Defendant Officers Ross Garner and John or Jane Does 1-10 pulled over his driver and falsely cited him for a traffic violation. After the pull over, Defendant Officer Garner and Jane Does 1-10 removed him from the backseat and falsely claimed to have retrieved multiple guns in Plaintiff's bag found in the vehicle. Plaintiff was taken to the 77th precinct and then to Central Booking. Defendant Officer Allen Selegean and other officers gave false testimony before a grand jury. On March 14, 2018, the prosecutors dismissed all charges against Plaintiff.

Selegean Allen and John Doe and Jane Doe #1-4 for 'Fraudulent accosting' after Plaintiff ran into one of her friends and they attempted to catch up with each other. The defendant officers bum-rushed Plaintiff and her friend, hand-cuffed her tightly, grabbed her and slammed her down to the floor.
