Description: On August 13, 2021, at approximately 11:30 p.m., the plaintiff, was lawfully in the vicinity of the Forest Housing Project, when defendant PO Miglaccio, Amarantepolanco and Liriano and others were conducting an arrest of a person by the name of "Shawn" where many of the individuals present at the location were objecting to the excessive use of force by the defendants on Shawn , which resulted in the use of pepper spray/mace on a number of individuals present. The defendant officers violently grabbed the plaintiff, threw him to the ground and jumped on him by several defendants.
