Description: On or about June 30, 2011, Plaintiff DeJesus was driving a car with his friend Anthony Vasquez in the passenger seat. Defendant Rogozinski and Valad, both NYPD officers, pulled over Plaintiff’s car. Defendant Rogozinski and Valad asked Plaintiff and Vasquez where they were coming from and where they were headed without saying why they were being stopped. After Valad searched Vasquez, Valad asked Plaintiff to step outside the vehicle. The officers asked Plaintiff whether he had any weapons or drugs in his possession, and he said no.
