Description: On April 3, 2019, around 8:00pm, Mr. Horace Outlaw was walking home from a friend's house in his neighborhood in Brooklyn. As Mr. Outlaw was walking past a home just across the street from his own, he said hello to a group of men standing on the sidewalk. Several police officers, including Officer Brian Feeley, then arrived and ordered everyone to stand against the wall. Mr. Outlaw told the officers that he lived across the street, but he was told to be quiet. Mr. Outlaw was handcuffed, put in a police car, and taken to the 77th Precinct.
