Description: Plaintiff was crossing the street when he was struck by Defendant Officer's vehicle. Plaintiff tried to flee the Defendant Officers but Defendant Officer O'Connor grabbed and pushed Plaintiff into the middle of the roadway. Defendant Officers were in plainclothes and Defendant Lieutenant Jacobs brushed up against Plaintiff who felt a concealed firearm, to put Plaintiff in fear of death/injury. Plaintiff called 911 reporting an assault. Both Defendant Officers beat Plaintiff about his face and eye and tried to grab Plaintiff's phone to end the 911 call. Defendant Officer Schrell reported to the scene and denied Plaintiff any medical treatment for his bleeding injuries. Plaintiff was brought to the 90th Precinct...
