Description: Defendant Officers approached parked vehicle where Plaintiff was a passenger and forcibly removed him from the vehicle and violently assaulted him. Plaintiff was then handcuffed excessively tight and transported to the 75th precinct. Plaintiff was held at Rikers because he couldn't post bail and was assaulted again due to DOC neglect.
