Description: On January 26, 2019, plaintiff was lawfully in the vicinity of East 194th Street, Bronx, when defendant police officers, without any probable cause or legal justification, approached, questioned, searched, and detained plaintiff for no reason other than his race. During arraignment, plaintiff was falsely charged with committing a crime based on fabricated police reports, and all criminal charges against plaintiff were eventually dismissed in his favor. Police Officer Shawn Romero signed a complaint containing false statements about Plaintiff Ortiz for the prosecution, stating that Plaintiff Ortiz was seen by Officer Romero holding a lit joint in public view. However, on May 17, 2019, the criminal charges against Ortiz were dismissed.
