Description: On July 8, 2018, Plaintiff Ortiz was detained and compelled to produce his identification by Police Officers Shawn Romero and Jose Deleon-Sanchez. The two officers later arrested Plaintiff Ortiz and held him for twenty-four hours for their claim that he possessed marijuana. Police Officer Shawn Romero signed a complaint containing false statements about Plaintiff Ortiz for the prosecution, stating that Plaintiff Ortiz was seen by Officer Romero holding a lit joint in public view.
