Description: On February 24, 2011, PO Wolvers and Moreno ordered Plaintiff to stop while he was visiting his mother at her apartment. Plaintiff complied but was then arrested by PO Wolvers without legal justification or probable cause. PO Wolvers then took out his metal asp and repeatedly struck Plaintiff about his back, legs, and arms. PO Moreno then sprayed mace in Plaintiffs face.
