Description: On July 4th, 2014, Plaintiff, Justin Hall, was standing close to the apartment building where he lived in Brooklyn, NY. An acquaintance of Plaintiff had just taken a "Roman Candle" style firecracker out of the possession of a group of young children playing in the area.
