Description: On June 1, 2020, at about 2:42 pm, plaintiff Alex Parkinson (then-17 years old) was outside 254 Canal Street when Defendant NYPD officers Robert Price, Sergeant Kevin Mulhern, and several unidentified NYPD officer defendants, arrived on NYPD bicycles. Defendants Mulhern and Price struck plaintiff with their bicycles, tackled plaintiff to the concrete, and struck plaintiff on his body with their hands and fists. Plaintiff sustained severe injuries including a broken ankle, and was placed in excessively tight handcuffs. Description: Plaintiff helped his friend Desiree after her purse was stolen by an unknown man. Plaintiff was able to retrieve the purse for Desiree and they were walking away when a police vehicle stopped Desiree and later stopped Plaintiff and his friend and asked the Plaintiff if he had the unknown man's cell phone. Once Desiree came outside and handed Officer Vargas the phone, he told the Plaintiff that he "had to take somebody" and arrested him. Plaintiff was charged with Robbery in the Third Degree which was later dismissed.
