Description: On May 12, 2013, plaintiff was lawfully operating his vehicle on 180th Street in Queens, NY. Plaintiff, a professional tow-truck driver, received a call to tow a car. Plaintiff took the car to the incident address. At the address, the owner of the vehicle refused payment for the tow. Plaintiff called the police.
