Description: On November 8th, 2020, at 83 Thompson St. in Staten Island, while plaintiff Derek Raymond Franks was en route to transportation when he noticed his friend Noland Whistleon being wheeled in on a wheelchair. Out of concern for his friend, plaintiff went over to him. But while he was speaking to see if he could do anything, Officer Muirhead and Officer Woodhouse approached and asked Plaintiff to step back. But before he could comply with the instruction, Officer Muirhead and Officer Woodhouse became very aggressive and commended attacking Plaintiff.
