Description: On Dec. 2, 2015 plaintiffs Carlos and Angel Rodriguez were outside a house with their two dogs after following a burglar who had just robbed their home. Plaintiffs had cornered the robber and had called the police for help. When police arrived they first yelled to grab the dog and plaintiffs complied. Right after, officer Underwood without warning fired shots at the plaintiffs and their dogs, discharging at least six rounds. Carlos sustained a gunshot wound to his wrist and Angel was shot in the knee. One dog was shot in the head and died, and the other was shot in her back leg but survived.
