Description: On or about June 1, 2019, the Defendant officers including P.O. Ayme, Sergeant Mukhtarzada and P.O. John or Jane Doe 1-10 unlawfully stopped and questioned the Plaintiff, who had been present on a sidewalk, en route to attend a funeral. The Defendant officer illegally targeted the Plaintiff because of his race. The Plaintiff is a Black-Hispanic American male. The Defendant officers, without probable cause, grabbed and violently contorted the Plaintiff’s arms behind his back and applied handcuffs to his wrists in an excessively tight fashion.
