Basora and other POs accused Plaintiff of lighting fireworks, despite the fact that the Plaintiff had at all times been inside his vehicle, the fireworks were clearly coming from other yards and Plaintiff was never, and was never observed, possessing or using fireworks. Description: On June 28, 2019, plaintiff was lawfully in the vicinity of 1717 St. Peters Avenue, when defendant police officers, without any probable cause or legal justification, approached plaintiff and assaulted him by pulling his arms and forcibly handcuffing him. Plaintiff was then arrested and transported to the 45th precinct, where water was thrown at him by one or more defendants. Plaintiff was detained and then transferred to Central Booking. Plaintiff was then arraigned and released without a charge. As a result of defendants' actions, plaintiff sustained severe physical and emotional injuries.

Description: On August 3, 2017, in a Bronx apartment complex, NYPD Officers Hector Basora, Kristoph Persaud, and Officers John/Jane Doe 1-4 wrongfully touched, grabbed, handcuffed, and seized Plaintiff Isael Rodriguez with excessive force, causing physical pain and mental suffering. At the time, Plaintiff was doing electrical work in the basement. Despite lacking probable cause, the officers broke down the door and seized him, with one officer punching Plaintiff in the left temple after he was handcuffed. During the arrest, Plaintiff was not informed of the reason for his arrest and was taken to the 45th Precinct for processing.
