Description: On December 29, 2017, plaintiff went to the NYC HR administrator (HRA) for a scheduled appointment to meet with his caseworker. The caseworker demanded that he leave the building and he began walking to the exit elevator and the caseworker called the HRA officers to escort plaintiff. The caseworker falsely reported to Defendant officers Wright and Rodriguez that plaintiff was shouting obscenities and kicked a door. As plaintiff was waiting for the elevator, Defendant officers Wright and Rodriguez approached plaintiff, Defendant officer Wright pressed his baton against plaintiff's neck.
