Description: Plaintiff had been shot in the leg by an unknown individual when Defendant Officer Schlitt approached him, handcuffed him, arrested him, and transported him to the hospital. Defendant Schlitt swore out a criminal complaint against Plaintiff stating that Plaintiff shot himself in the leg and tried to flee scene of incident after attempt of concealing firearm. Plaintiff was charged with criminal possession of a weapon in the second degree, falsely reporting an incident in the third degree, criminal possession of a weapon, and criminal possession of a weapon in the fourth degree, which were all later dismissed.
