Description: On April 8, 2020, Plaintiff was attending a vigil for his late brother. After he left the vigil to get more candles, Plaintiff was struck by an officer with a two-way radio. More officers surrounded him and were punching and wrenching his shoulders. Plaintiff was then handcuffed and placed into a car. Plaintiff was punched and slapped in police vehicle.Plaintiff was detained then admitted to a hospital due to his injuries sustained including a fractured wrist and a gash in his head. There were no charges filed against plaintiff.
