Description: On or about February 14th, 2019, Plaintiff was lawfully operating his vehicle on West 145th Street. Plaintiff was pulled over by PO Luis Rodriguez and PO "John Doe". PO's informed Plaintiff that his headlights were off. PO's asked for Plaintiff's license and registration, but he was unable to provide either. PO's informed Plaintiff that his license to drive had been suspended. PO's then forcefully affixed handcuffs to Plaintiff. Plaintiff informed PO's that he had just had surgery and and had a hard cast on one of his arms. He requested to have his wrists cuffed in the front, but PO's insisted on back-cuffing Plaintiff. Plaintiff's pleas for relief from the pain were ignored. Plaintiff was then transported to C...
