Description: On September 14, 2016, plaintiff was at work when NYPD Officer Hook began to issue a ticket to plaintiff's vehicle. When plaintiff attempted to move his vehicle, Officer Hook grabbed and arrested him. Plaintiff was transported to the 43rd Precinct. Officer Hook filled out false police reports regarding the arrest, which he sent to prosecutors. Plaintiff was later taken to Central Booking and then to Rikers Island.
