Description: On or about March 18, 2018, police officers Donald Hook and John Does 1-4 falsely arrested Eugene Matos. Matos was at his home at 1150 Commonwealth Ave.. Matos woke up to find the officers inside his place -who entered the premise without warrant or Matos's consent, and while getting dressed, Matos was grabbed in the neck by Hook and was violently thrown to the ground out of his unit. Plaintiff was ran off the road and was caused to fall off his bike in front of the White Castle on Bruckner Boulevard. This caused him to bleed profusely from his right knee. Description: On September 14, 2016, plaintiff was at work when NYPD Officer Hook began to issue a ticket to plaintiff's vehicle. When plaintiff attempted to move his vehicle, Officer Hook grabbed and arrested him. Plaintiff was transported to the 43rd Precinct. Officer Hook filled out false police reports regarding the arrest, which he sent to prosecutors. Plaintiff was later taken to Central Booking and then to Rikers Island. All charges against plaintiff were dismissed.
