Description: On August 3, 2012, Plaintiff was driving back home from a medical appointment. Without cause or justification, NYPD Officers including Deputy Inspector Joseph Gulotta, Lieutenant John Hopkins, Lieutenant Martha Rizzo, Police Officer Joel Rosenthal, and other Police Officers approached and demanded license and registration. As Plaintiff was complying, and for no reason, they pulled him out of the car, twisted his arm, and placed him in exceedingly tight handcuffs. They took him to the Precinct. Later, they acknowledged they had wrongfully arrested him, and tried to downplay it as a misunderstanding.
