Description: On or about September 12, 2017, the plaintiff was approached by defendant-NYPD officers, including Officers Walter Rozenfeld (Tax Reg. 6460) and Richard Sicuranza (Tax Reg. 21084). The defendants lacked any reasonable suspicion or probable cause that the plaintiff was engaged in criminal activity. Instead, defendants' actions were motivated by- or the result of the City of New York's custom or policy of unlawfully stopping and frisking citizens without reasonable suspicion, and the maintenance of productivity goals or quotas - particularly as deployed against members of minority racial or ethnic classes.
