Description: On October 21, 2011, Plaintiff was standing on a sidewalk with a cigar when NYPD Officer Oviedo jumped out of a police van and ran towards Plaintiff. After falsely accusing Plaintiff of holding drugs, Officer Oviedo fractured Plaintiff's left wrist without provocation and tightly handcuffed Plaintiff.
