Description: Plaintiff, 15-year-old Keston Charles, was chased and apprehended by defendants, Officer Rivera and Officer Franco. As the defendants were completing their control of a housing unit, they were alerted by three witnesses of a teenager who was possibly carrying a real gun. That teenager would later be identified as the plaintiff, Keston Charles. Officer Rivera pursued the fleeing felon followed by Officer Franco. Officer Rivera fired three volleys for a total of sixteen shots before the defendant surrendered, hands over his head, in front of his place of residence.
