Description: On February 17, 2018, inside the 49th NYPD Precinct in Bronx, New York, defendant NYPD officer Patrick Flatley and other defendant NYPD officers violently contorted plaintiff's arms behind his back and affixed handcuffs in an excessively tight manner which cause plaintiffs wrists and hands to become swollen and bruised. Defendants ignored plaintiff's pleas to loosen the handcuffs. Plaintiff was remanded to Rikers Island where he languished for approximately three and a half years. Description: On May 4, 2011, plaintiff Karey Matthews had been employed at Bronx-Lebanon Hospital Center as a pediatric dentist, but was terminated on false accusations by his supervisor that he had been stealing hospital property. On June 1, 2011, a hospital security guard filed a complaint with defendant Detective Patrick Flatley, accusing plaintiff of taking patient records without authorization. On June 28, 2011, plaintiff and his attorney voluntarily appeared at the police precinct where he was arrested and arraigned on charges of burglary and the district attorney's office initiated and continued criminal proceedings.
