Complaint
Description: On July 16, 2020, Plaintiffs were at home when they were handcuffed and arrested by PO Figueroa and other unknown POs, even though the POs had exculpatory evidence showing that Plaintiffs did not commit the crime for which they were arrested. Plaintiffs were taken to the precinct, where they were subjected to a search—nothing illegal was recovered. They were then held for several hours in Central Booking, then arraigned the following day. One of the Plaintiffs was held in custody until August 26, 2020, and the other was held until March 11, 2021, until the criminal cases against them were dismissed in 2022.

They were taken first to Precinct 44 and subsequently to Central Booking in the Bronx, where they were arraigned and charged with Murder in the Second Degree and related charges on July 17. They were remanded to NYDOC, where they were incarcerated until August 26, 2020, in the case of Heyward, and until March 11, 2021, in the case of Vines.
