Description: On or about August 9, 2016 at approximately 1:50 a.m. Plaintiff was lawfully near 1704 Seward Avenue when Sgt. Patrick Conners responded to a 911 call and arrived near Plaintiff's vicinity. Sgt. Conners proceeded to arrest Plaintiff with excessive force, pushing and shocking Plaintiff with negligence and carelessness. Plaintiff was confined incident to the arrest. Plaintiff received permanent personal, emotional, and psychological injuries as a result of this incident.
