Description: On November 12, 2012, PO Lai and others ordered Plaintiff to pull his vehicle over without probable cause. POs ordered him out of the vehicle and brutalized him. Plaintiff was taken in handcuffs from the scene to the hospital for treatment, then to a precinct. POs falsely informed the DA's office that they observed Plaintiff commit reckless endangerment, obstructing governmental administration, and resisting arrest. After 24 hours in custody, Plaintiff was released. The criminal charges were adjourned in contemplation of dismissal.
