Description: On August 23, 2014, at approximately 11:15 p.m., in front of his residence at 730 Rogers Avenue in Brooklyn, Plaintiff was driving and about to make a left turn into his driveway. Plaintiff heard sirens behind him signaling him to pull over. Plaintiff stopped his car and turned off his headlights. Two NYPD officers approached the car and asked for Plaintiff’s license and registration; he complied. After they ran his license and registration, the officers asked Plaintiff to get out of the car; he complied. Plaintiff was immediately handcuffed and arrested without being told why. Plaintiff was eventually charged with driving without his headlights. Plaintiff was incarcerated for approximately 15 hours before rece...
