Description: On June 2, 2013, while Plaintiff was checking the vehicle his wife parked, he witnessed another vehicle crash into some parked vehicles. Plaintiff ran to the scene and after checking for any injured persons, tried to restrain the driver of the car that crashed who was trying to flee. Plaintiff was getting assaulted by that driver, and Plaintiff waived down a passing police vehicle containing defendant Guerriere. Plaintiff told Guerriere the events that occurred, and Guerriere told Plaintiff he should stay out of police business and that he was going to arrest Plaintiff for not staying out of police business.
