Afterwards, another unknown individuals approached the officers and directed their attention to a woman standing nearby. Despite Guzman not participating in any illegal activity, the officers grabbed him by the collar, twisted his arms, unlawfully handcuffed him in an excessively tight manner, and placed him under arrest.
