Officer Alvarez directed officer Chow to stop, search, detain, and arrest plaintiff because Alvarez claimed he witnessed plaintiff hand a 3rd-party an unknown item in connection to a drug deal. Officer Chow falsely claimed he recovered multiple empty zip-loc bags from the plaintiff. Officers Alvarez, Chow, and Fernando Bonilla battered and assaulted plaintiff by administering handcuffs (amongst other events).
