Description: On July 4, 2016, Ms. Albert, Mr. Small, Albert's son, and their infant son were driving home when they were cut off by a swerving car driven by defendant Officer Isaacs. Isaacs was off-duty at the time. At a traffic light, Mr. Small got out of his car and approached defendant Isaacs' car. Defendant Isaacs rolled down his window and shot Mr. Small three times, in full view of Ms. Albert and their children. Description: On July 3, 2016, plaintiffs (partner of deceased and her children) were driving home from a party with the deceased when an erratic driver cut them off and nearly hit their car. The driver was an off-duty NYPD officer, Wayne Issacs. When both cars stopped next to each other at a traffic light, the deceased got out of his car and approached Issacs's car. Issacs rolled down his window, pulled out a gun, and shot the deceased three times with his NYPD-required firearm. The plaintiffs were approximately seven feet away, and watched unobstructed as Issacs shot the deceased. Description: Plaintiff was taken into custody at the 66th Precinct regarding an alleged assault against his neighbor, arraigned, and RORed with an order of protection. In April, Defendant officers came to Plaintiff's residence saying he violated the order but after investigation checking surveillance they realized that he did not violate it and did not arrest Plaintiff. In July, defendant officers went to Plaintiff's work and arrested him for violating the order again. Charges were dismissed after Plaintiff spent 22 months in jail.
