Description: On July 1, 2015, plaintiff Rory Kessler was arrested and brought to the 109th Precinct after being searched on the street and found to be in possession of a gravity knife. Kessler is mentally disabled and suffers from autism, bipolar disorder, Asperger’s and Tourette’s syndrome. Due to these mental disabilities, Kessler took medications that caused him to urinate excessively and that triggered immense pain in his bladder in the event he was unable to urinate frequently and as needed. Plaintiff was taken to Queens General Hospital by Officers Sotiriou and Javed, where he was evaluated as an emotionally disturbed person before being taken to and held at the precinct. Description: On August 26, 2013, plaintiff was stabbed in the thigh with a pair of scissors by her then-boyfriend at her residence. Plaintiff called 911 and was chased out of her apartment by her boyfriend, who tackled her and began beating her. Defendants arrived at the scene and removed plaintiff's boyfriend from on top of plaintiff. Despite plaintiff's explanation that she had been defending herself from her boyfriend's attacks, defendants arrested plaintiff.
