Description: On February 2, 2016, Plaintiff was unlawfully arrested by POs DiSilvestre and Murrel. Plaintiff exited his apartment building and encountered two individuals engaging in an argument outside the building. There were two POs not far away, POs Leocadio and Manley. Plaintiff tried to pacify the situation and walked a distance with one of the individuals. POs DiSilvestre and Murrel approached Plaintiff and told him he had to leave. Plaintiff asked why and that POs Leocadio and Manley had witnessed he did nothing wrong. One of the POs tried to grab Plaintiff, but Plaintiff moved out of reach. A PO asked Plaintiff for his ID.
